Introduction

The Certificate in Municipal Law Enforcement of the Institute of Civil Protection at Manicaland State University of Applied Sciences is established in direct response to the Constitution of Zimbabwe (2013), the Urban Councils Act [Chapter 29:15], the Criminal Law (Codification and Reform) Act, the Criminal Procedure and Evidence Act, and ongoing Government initiatives to strengthen municipal policing, enforcement of council by-laws and the operationalisation of Municipal Courts. The programme is further informed by regional and international standards on democratic policing, human rights, and local governance.

Objectives of the qualification

The objectives of the Certificate in Municipal Law Enforcement are to:

  1. Develop competent, disciplined, and professional municipal law enforcement officers capable of applying legal and procedural knowledge in practical settings.
  2. Enable trainees to interpret and apply key municipal laws, by-laws, and standard operating procedures for enforcement.
  • Promote constitutionalism, human rights, ethical conduct, and accountability in local law enforcement operations.
  1. Develop practical competencies in conducting investigations, making lawful arrests, providing prosecution support, and managing court procedures.
  2. Strengthen community-oriented and problem-solving approaches to enhance public safety and compliance.

12 months full-time

Entry requirements

To qualify for entry into the Certificate, a candidate must satisfy the following requirements:

  • A minimum of 5 Ordinary Level subjects, including English Language.
  • Preference will be given to applicants with professional qualifications and experience in law enforcement and/ security services.
  • Applicants with relevant professional qualifications and demonstrated competence in Law Enforcement and Policing Services may be considered under Special Entry regulations subject to the provision of a letter of recommendation from former or current employer, and meeting any other requirements as might be considered necessary by the Institute from time to time.
